Closed Work Permit to Open Work Permit: How to Switch in Canada (2026)

There is no single application that turns a closed work permit to open work permit in Canada. You can only switch if you qualify under one of IRCC's open work permit categories, such as applying for permanent residence, being the spouse of a skilled worker or student, or leaving an abusive employer. If none of those apply, your option is a new employer-specific permit, not an open one.
Can you change a closed work permit to open work permit?
Not directly. A closed work permit (IRCC calls it an employer-specific work permit) ties you to one employer, job, and location. An open work permit lets you work for almost any employer. There is no "convert" button: IRCC does not offer an application that simply changes a closed work permit to open work permit. Instead, you apply for a new work permit, and an open one is only issued if you fit a recognized open work permit category. This is the single biggest misunderstanding we correct at our Vancouver office.

Open work permit categories that let you switch
According to IRCC's official eligibility page (last updated April 2026), you may qualify for an open work permit if you:
Apply for permanent residence (bridging open work permit)
If you have submitted a PR application from inside Canada under an eligible program (for example, Express Entry after your acknowledgment of receipt), you may be eligible for a bridging open work permit to keep working while IRCC decides.
Are the spouse or common-law partner of a skilled worker or student
If your partner holds an eligible work permit or study permit, you may qualify for an open work permit based on their status. The same applies if you are being sponsored as a spouse or common-law partner.
Are being abused or at risk of abuse in your job
Workers on an employer-specific permit who are experiencing abuse, or at risk of it, can apply for a vulnerable worker open work permit. Like every open work permit, it does not require an LMIA.
Other categories
Post-graduation work permit graduates, dependent family members of PR applicants, refugees and protected persons, and a few other groups also qualify. The full list is on IRCC's eligibility page.

In practice, the cleanest switch I see is family-based. A principal applicant arrives on a closed work permit with their spouse. Before that permit expires, the spouse finishes a program at a designated learning institution and receives a post-graduation work permit, which is itself an open work permit. Then, depending on the spouse's post-graduation job, the principal applicant can apply for a spousal open work permit off the spouse's status. It works, but it depends on your family situation, study timing, and the spouse's employment. It is never a one-form switch, and for most people on a closed permit who want to stay, the real destination is permanent residence.
If you don't qualify: applying for a new employer-specific permit
If no open work permit category fits you, changing jobs means applying for a new employer-specific work permit, not an open one. You need a new job offer, and in most cases a positive LMIA from your employer first. IRCC's guidance is firm: you cannot start the new job until your new permit with the new conditions is issued. If you apply before your current permit expires, you may keep working under your existing conditions while IRCC processes the application, and you can request authorization to work through IRCC's web form.

Why this matters for your immigration application
Choosing the wrong path is expensive and slow. If you apply for an open work permit, you pay both the work permit fee of 155 dollars and the open work permit holder fee of 100 dollars. File before your current permit expires so you keep maintained status and the right to keep working. Above all, treat the open work permit question as part of your bigger plan: an open permit is freedom to change jobs, but permanent residence is the security most closed-permit workers actually want.

How do I convert a closed work permit to an open work permit?
You do not convert it. You apply for a new work permit, and IRCC issues an open one only if you qualify under a category such as a PR applicant, a spouse of a skilled worker or student, or a vulnerable worker. Otherwise you apply for a new employer-specific permit.
Can I change my closed work permit to an open work permit?
