STEM Immigration Canada: How Web Designers Can Immigrate to Canada

UPDATE MAY 2026: Canada’s STEM immigration options have changed since this article was first published. In 2023, web designers were included in the STEM-related Express Entry category discussion, but applicants should not rely on the old 2023 list without checking the current IRCC category table.
As of May 2026, IRCC still has an Express Entry category for Science, Technology, Engineering and Math occupations. However, the current 2026 STEM occupation table does not list NOC 21233 - Web designers as an eligible occupation for STEM category-based Express Entry invitations. This is an important update for web designers, UI designers, UX designers, and digital designers who are planning a pathway to permanent residence in Canada.
That does not mean web designers have no immigration options. A web designer may still qualify for Express Entry through the Federal Skilled Worker Program or Canadian Experience Class if they meet the program requirements and have a competitive CRS score. Some applicants may also qualify through the Provincial Nominee Program, especially if they have Canadian work experience, a job offer, or a province-specific tech pathway.
Web designers may also have temporary work options. The Global Talent Stream still lists NOC 21233 - Web designers and NOC 21234 - Web developers and programmers on the Global Talent Occupations List, which may help eligible Canadian employers hire qualified foreign workers through an LMIA-based process. If you have a Canadian employer, you may need to review whether a Canada work permit or LMIA strategy is available.
The most important step is choosing the correct NOC code based on your actual job duties, not only your job title. Web designer, web developer, UI designer, UX designer, software developer, and digital media designer roles can overlap, but each may fall under a different NOC. What is STEM and why is it important for immigration to Canada?
STEM is an acronym that stands for Science, Technology, Engineering and Mathematics. Express Entry: This is the main system that manages applications for three federal economic immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program and the Canadian Experience Class. Express Entry uses a points-based system called the Comprehensive Ranking System (CRS) to rank candidates based on various factors such as age, education, work experience, language ability and adaptability. Candidates with STEM skills can increase their CRS score by having a high level of education, especially a master’s or doctoral degree, having work experience in a STEM occupation or having a valid job offer from a Canadian employer in a STEM field.
Category-based selection: This is a new feature of Express Entry that allows the government to invite candidates who meet specific criteria based on their ability to contribute to an identified economic goal. For 2023, one of the categories chosen for category-based selection is STEM occupations. This means that candidates who have at least six months of work experience in one of the eligible STEM occupations within the past three years may receive an invitation to apply for permanent residence through Express Entry. The list of eligible STEM occupations includes data scientists, software developers, programmers, mathematicians, statisticians, actuaries and electrical and electronics engineers12.
Provincial Nominee Program (PNP): This is a program that allows provinces and territories to nominate candidates who meet their specific labour market needs. Each province and territory has its own PNP streams and criteria, some of which are aligned with Express Entry and some of which are not. Candidates who receive a provincial nomination get an additional 600 points in their CRS score, which effectively guarantees an invitation to apply for permanent residence. Many provinces and territories have PNP streams that target candidates with STEM skills, such as Ontario’s Human Capital Priorities Stream, British Columbia’s Tech Pilot and Saskatchewan’s Occupation In-Demand Stream.
Global Talent Stream: This is a stream under the Temporary Foreign Worker Program that allows Canadian employers to hire foreign workers with specialized skills and experience in certain occupations that are in high demand in Canada. The Global Talent Stream offers faster processing times, work permit exemptions and facilitated labour market impact assessments for eligible employers and workers. The list of eligible occupations under the Global Talent Stream includes several STEM-related jobs such as web designers and developers, computer engineers, software engineers and designers, information systems analysts and consultants and database analysts and data administrators.
