Exciting news for anyone interested in immigrating to Canada!

Updated: Jun 2, 2023

In a surprise move, Immigration Refugees and Citizenship Canada (IRCC) has just issued invitations to apply (ITAs) to 7,000 candidates in an all-program draw through the Express Entry system. This is the eighth draw of 2023 and ties the largest-ever all-program draw that took place on March 15, 2023. The previous record-high all-program draw came when IRCC invited 5,500 candidates on January 18, 2023.

For those who aren't familiar with the Express Entry system, it's an application management system for three economic immigration programs; the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC). This means that candidates are considered from these three programs, and the highest-scoring candidates receive an invitation to apply (ITA) for permanent residency based on the chosen cut-off score in the Comprehensive Ranking System (CRS).

This draw is especially surprising because it's the second-consecutive week that IRCC has invited Express Entry candidates. Usually, Express Entry draws are bi-weekly. It's great news for anyone who missed out on the previous draws, and it shows that IRCC is now back to its regular procedure of considering all candidates in the Express Entry pool.

In addition, IRCC has just offered another Post-Graduation Work Permit (PGWP) extension to many PGWP holders interested in gaining permanent residency. This extension will allow them to continue to vie for Express Entry ITAs, giving them another 18 months to apply. IRCC notes there were some 286,000 PGWP holders in Canada at the end of 2022.

Another exciting development is the recent endorsement of the first multi-year provincial immigration plan, which will work similarly to the federal Immigration Levels Plan that outlines immigration targets for three years. This will allow provinces to know their allocation of provincial nominations in advance and plan accordingly in terms of housing and infrastructure requirements to support newcomers better and retain them.

Express Entry is one of the best pathways for immigrating to Canada. Candidates can increase their chances of receiving an ITA by obtaining a provincial nomination (a process known as an enhanced nomination), which automatically adds 600 points to a CRS score, essentially guaranteeing the candidate will get an ITA for permanent residence.
