CLB 7 IELTS means a score of 6.0 in each of the four abilities, speaking, listening, reading, and writing, on the IELTS General Training test. That single benchmark unlocks the Federal Skilled Worker Program and Canadian Experience Class for TEER 0 and 1 jobs, so it is the number most Express Entry applicants chase first.

What IELTS score equals CLB 7?

The Canadian Language Benchmark (CLB) is the scale IRCC uses to measure your English. The IELTS General Training test does not report a CLB level directly, so IRCC converts each of your four IELTS scores into a CLB level using its official equivalency chart. Here is how the IELTS to Canadian Language Benchmark conversion works across the most common levels:

The CLB 7 IELTS mistake that costs applicants

In practice, the score that sinks files is not a low average. It is one weak ability. IRCC does not look at your overall IELTS band. It converts each of the four scores to a CLB level separately, then uses your lowest ability to decide which benchmark you have actually met.


A client who scores Listening 8.0, Reading 7.0, Speaking 6.5, and Writing 5.5 feels like a strong CLB 7 candidate. They are not. That 5.5 in writing converts to CLB 6, so for program eligibility they sit at CLB 6, not CLB 7, no matter how high the other three abilities are. Second, your results must be less than two years old both when you create your profile and when you submit your permanent residence application, or IRCC will refuse the application.

CLB 7 vs CLB 9: how much your IELTS score moves your CRS

Meeting CLB 7 gets you in the door, but it leaves points on the table. Under the Comprehensive Ranking System used in Express Entry, jumping from CLB 7 to CLB 9 (IELTS Listening 8.0, Reading 7.0, Writing 7.0, Speaking 7.0) does two things at once: it raises your core language points and it activates the skill transferability bonuses that combine language with your education and work experience. For many candidates that swing is worth 50 to 100 CRS points, often the difference between watching draws and getting invited.

Which immigration programs require CLB 7

CLB 7 is the minimum first-language level for the Federal Skilled Worker Program in all four abilities. For the Canadian Experience Class, CLB 7 is required when your work experience is in a TEER 0 or TEER 1 occupation, while TEER 2 and TEER 3 jobs only require CLB 5. Many Provincial Nominee Program streams, including several BC PNP categories, also set CLB 7 as their floor, then award more points for higher levels.
